91¶ÌÊÓÆµ Schedule 5 is the vehicle for recovery of funds from transmission customers to cover New England State Committee on Electricity (NESCOE) budgeted operating expenses. The 91¶ÌÊÓÆµ acts as the billing and collection agent for NESCOE for recovery of amounts reflected in the annual NESCOE budget. Regional Network Service (RNS) is the transmission service that transmission customers purchase in order to serve their network load in the New England Control Area.

As the billing and collection agent for NESCOE, 91¶ÌÊÓÆµ collects 91¶ÌÊÓÆµ Schedule 5 NESCOE payments and distributes these payments to NESCOE.
91¶ÌÊÓÆµ Schedule 5 charges are calculated based upon Monthly Regional Network Load value for any transmission customer that is purchasing RNS at the Federal Energy Regulatory Commission (FERC) approved $/kW-month determined annually and effective January 1 through December 31.
